Jobs in the US embassy aren’t simply for diplomats (I mean FSO generalists); in fact, other types of workers make up the majority of diplomatic staff. What sort of hires are they then? And how do you obtain such a position? I don’t profess to be an expert, but after spending roughly ten years hanging out in embassies, this is what I have seen so far.

1. FOREIGN SERVICE GENERALIST (FSO)

Since this is what most people think of when they hear the word “diplomat,” I refer to FSOs as “diplomats.” FSOs are the main source of candidates for ambassadorships because they primarily serve in embassies (in the consular, economic, managerial, political, and public diplomacy career paths) and hold ranks comparable to diplomats in other foreign services. They also work in practically every country. Currently, there are about 8,000 FSOs.

You need to complete some study on the State Department website here, choose a test date here, and register for the Foreign Service Officer Test (FSOT) at the Pearson Vue website here before you can begin your application. There are a variety of fellowships that can assist you get into the program in addition to these standard entry tests.

2. FOREIGN SERVICE SPECIALIST (FSS)

Similar to diplomats, foreign service specialists also work in embassies for the majority of their careers abroad; however, their hiring procedures are different, and they are only permitted to work in one of the 19 fields listed below: administration, construction engineering, English language programs, facility management, information technology, law enforcement and security, medical and health, and office management.

3. CONSULAR FELLOW (CF)

The program for consular fellows is somewhat new (it started in 2012). Because there is an excessive amount of consular work for generalist FSOs, CFs are only deployed to stations that require additional entry-level officers. Contracts for CFs can last up to five years, and they frequently need to speak Spanish, Portuguese, Chinese, or Arabic.

By today, there are most likely hundreds of CFs (127 were hired in FY2017). CFs are appointed through limited non-career appointments (LNAs), and applicants can do so here on the website of the State Department.

4. USAID (FSO)

The US Agency for International Development (USAID) is a stand-alone organization with a corps of Foreign Service Officers that works in embassies on issues like democracy, disaster relief, economic development, education, the environment, governance, health, monitoring and evaluation, contracting, and financial management.

Over 100 nations where the US offers development assistance are serviced by USAID FSOs. Currently, there are about 1,850 USAID FSOs. USAID advertises job openings online here and hires entry-level and mid-level officials as well as temporary contractors.

5. PRESIDENTIAL MANAGEMENT FELLOW (PMF)

Recent graduates can train for two years at various federal government agencies through the Presidential Management Fellow (PMF) program. PMFs have the option of working temporarily in the State Department or an embassy. However, if they want to become an FSO (via the Mustang Program), they still need to pass the oral assessment (FSOA), just like everyone else. After that, they can be assigned to permanent positions.

6. CIVIL SERVICE

It is not uncommon to find a State Department employee serving at an embassy; they are eligible to apply for specific 2-year embassy postings that, for a variety of reasons, cannot be filled by ordinary FSOs and have been deemed difficult to fill.

An annual list of positions that are difficult to fill is released by the State Department by cable (here is the 2018 cable), along with comprehensive application instructions. This year, a total of 31 nations offered a variety of FSO and FSS opportunities.

7. INTERN

The embassy frequently offers internships. Particularly if they aspire to become FSOs or work for the federal government in general, interns frequently learn a great deal of information that they can utilize later in life. Although I’m not familiar with the numbers, it’s typical for FSOs to have held an internship before joining the Foreign Service (or know about embassies through prior experience as a PMF, military officer or Peace Corps volunteer).

There is a paid internship program called the Internship Experience Program (IEP) for students and recent (under)grads, as well as a volunteer Internship Temporary Program (ITP).

8. FOREIGN AGRICULTURAL SERVICE (FAS)

To work on issues like agricultural trade policy, food security, exports, and market development, the USDA sends their own FSOs to a number of embassies around the world. There are 93 positions that the FAS is represented in.

9. FOREIGN COMMERCIAL SERVICE (FCS)

FCS officers work on a wide range of business- and trade-related topics and goods and offer fee-based services to US businesses that want assistance entering international markets.

Despite being present in over 75 nations and embassies, the Foreign Service corps is a small organization (around 300 officers).

10. LOCALLY EMPLOYED STAFF (LES)

LES make up the great bulk of employees at US embassies. The majority of them are residents of the host nation, though they can also include Americans and TCNs. LES employees have crucial responsibilities as local specialists and interpreters throughout the whole embassy. Additionally, they serve as the embassy’s institutional memory (since diplomats rotate every couple of years).

In 1942, the American Legation in Saudi Arabia opened its doors in Jeddah. Full diplomatic ties were established in 1949, and the U.S. Mission—located in a historic home in the heart of the city—became an Embassy. In 1952, the Embassy relocated to the Al Hamra district Consulate General building, which at the time was a remote beachfront property located far to the north of the city limits. The Embassy was relocated to Riyadh in 1984 along with all other foreign missions. The Consulate General was based in the former Embassy complex in Jeddah until 2019, when it moved to its current location in Al Muhammadiyah.

Jeddah, sometimes known as “The Bride of the Red Sea,” is a city in Saudi Arabia that shares a hot, humid climate with Honolulu and Hong Kong. According to tradition, the city got its name (which translates to “grandmother” in Arabic) from the myth that the biblical Eve was interred here. It has been the primary port of entry for international pilgrims planning to make the Hajj or pilgrimage to Makkah since almost the beginning of Islam. Over rivals to the north and south, it was specially chosen as the ideal location by Ottoman caliphs. The fact that Jeddah was an established port with a history of assisting the pre-Islamic spice and pilgrimage trades in the Hejaz, the western part of what is now Saudi Arabia, was to its benefit.
